Since the release of the Youth Development Blueprint (Blueprint) in December 2022, the Home and Youth Affairs Bureau (HYAB) has been taking forward and coordinating youth development work with various policy bureaux at full steam to implement some 160 specific actions set out in the Blueprint and nearly 60 measures that were introduced in 2023. Overall, as at end February 2025, close to 100 measures have already been completed. The remaining measures are progressing well and bureaux will continue to take them forward.

The Blueprint, being an important framework document formulated by the Government for promoting youth development, sets out a clear policy direction and provides effective guidance for bureaux and different sectors of the community alike in taking forward youth development work. The Government will continue to introduce new measures in response to the latest social situation and needs of young people. In 2024, relevant bureaux have introduced over 30 youth-related new measures, so as to ensure that the Blueprint is progressing with the times and can continue to respond to the changing needs of young people.
